Medisave/Medishield Updates - 2008 April

The government has announced a set of changes to the Medisave/Medishield scheme. From 1 December, the medical insurance scheme Medishield's premiums will be raised together with increased claim limits.

Medishield Insurance for Newborns

As of December 1, 2007, all Singaporean babies (whose births are registered on or after that date) will be covered by the governement's Medishield medical insurance scheme. Children of Singapore permanent residents, who are born in Singapore and whose permanent residency are registered here on or after December 1 will also be covered by the scheme. The programme is on an opt-out basis and basic coverage cost of S$30 per year will be borne by the father's Medisave account.

The Ministry of Health will also target to include children and youths in the Medishield scheme:

Eldershield Insurance Scheme Changes 2007

The Eldershield disability insurance scheme, which was initiated by the Singapore government in 2002, will undergo changes in September 2007. Before this, the programme provided a monthly payout of $300 for up to 60 months (5 years) to severely disabled elderly persons who, due to accidents or illnesses, became incapable of simple daily activities.

From September 2007, the scheme will be reformed with the following changes:

Medisave Withdrawal Limit Changes Take Effect

In line with earlier announcements, the Ministry of Health has increased Medisave withdrawal limits from 1st May 2007 for the following :

1. Inpatient limit - increase from $400 to $450 for per diem limit;
2. Day surgery limit - increase from $200 to $300;
3. Inpatient psychiatric bills (annual limit) - increase from $3,500 to $5,000.

Liberalisation of Medisave Limits and Coverage

The Ministry of Health will be increasing the Medisave Withdrawal Limits (MWL) in four areas.

  1. Inpatient daily withdrawal limit will increase from $400 to $450.
    With the increase, Medisave will, on average, cover 82%(currently 76%) of each B1 bill, and 66%(currently 57%) of each A/private-hospital ward bill.

Medisave Extended to More Chronic Diseases' Outpatient Treatments

From 1 January 2007, the Singapore Ministry of Health has extended the Medisave for Chronic Disease Management Programme (CDMP) to cover high blood pressure, lipid disorder and stroke. This is in addition to the coverage for diabetes which began on 1 October 2006.

Medisave Changes - Day Surgery Withdrawal Limit Raised

From 1 December 2006, the day surgery claim limit for the non-surgical component is raised to $200. Here is the abstract of the news release.

In April this year, the Ministry of Health (MOH) raised the daily Medisave inpatient claim limit from $300 to $400. With medical innovation, some previously inpatient-based treatments can now be safely delivered as day surgeries.

Members of Parliament Team Up to Review Healthcare

An ad-hoc team of five Singapore Members of Parliament (MPs) has been formed to review the healthcare delivery system. The Healthcare Group (HCG) will be led by Minister of State (Health) Mr Heng Chee How and comprises Mdm Halimah Yacob, Dr Lam Pin Min, Dr Fatimah Lateef, Mr Sam Tan and Mrs Josephine Teo.
